Official Background Checks in Pennsylvania
The Pennsylvania State Police Bureau of Records and Identification runs Pennsylvania Access To Criminal History, known as PATCH. An ordinary online individual check costs $22, and optional notarization adds $5. A volunteer check is free but cannot be notarized. An unregistered user may submit up to ten requests per session. A result marked “Under Review” signals a possible identifier match and manual work, not a finding that the subject has a record.
A person auditing their own complete Pennsylvania history can mail the $20 Access and Review form. It includes convictions and non-convictions and is the sound starting point for a correction or Adams County expungement review. Statutorily routed FBI checks use IdentoGO by IDEMIA and a program-specific service code. There is no single fingerprint fee for every purpose.

Adams Jail and State Custody

Restricted, Sealed & Expunged Records
Pennsylvania uses expungement for eligible records and limited access to seal qualifying information from ordinary public dissemination. Clean Slate provides automatic limited access for defined records. Eligibility turns on the disposition, offense grade, time passed, pending charges, and statutory exclusions. A pardon can support a later expungement path, but it does not erase each copy by itself.

Historic Adams Criminal Records
Adams County’s criminal-file trail changes by era. Courthouse public computers cover criminal matters from 1986 forward, with some older cases that still carried a balance in 1986. Records from 1910 through 1986 require docket books and microfiche. The county directs 1800 through 1910 material to the Pennsylvania Historical and Museum Commission and pre-1800 material to the York County History Center.
This split matters for genealogy and local history. PATCH is not an archive search, and a modern name query will not replace work in the older record bands. Clerk research costs $12.50 per name for 1986-present material. Historical research for 1800-1985 costs $25.50 per hour per name, and a mailed request needs a self-addressed stamped envelope.
